John Wesley Witt was born on 10 February 1829, in McLeansboro, Hamilton, Illinois, United States, his father, Robert Nahum Witt, was 25 and his mother, Dorcas Willis, was 19. He married Lovina Bigelow on 27 March 1851, in Farmington, Davis, Utah, United States. They were the parents of at least 8 sons and 6 daughters. He lived in Salt Lake, Utah, United States in 1850 and Provo, Utah, Utah, United States in 1860. He died on 30 June 1907, in Heber City, Wasatch, Utah, United States, at the age of 78, and was buried in Heber City Cemetery, Heber City, Wasatch, Utah, United States.

When the county was organized in 1862 he was elected as its first probate judge, which he held for 26 years. John Wesley Witt served as probate judge of this County from 1862 until the first day of June 1888 when he was succeeded by Abram Hatch.
